**Three-Year Action Plan for Promoting the Development of the Health and Wellness Industry in Hainan Province (2025-2027)**  

In accordance with the overall requirements of the Provincial Party Committee and Provincial Government regarding the high-quality development of modern service industries and the health industry, this Action Plan is formulated to further promote the high-quality development of the health and wellness industry.  

**I. Development Goals**  

Building on the full utilization of natural conditions, further improve service standards, enhance service functions, innovate industrial policies, cultivate a number of exemplary health and wellness projects, elevate the brand of Hainan as a "Healthy Island," and lead the high-quality development of the health and wellness industry.  

— The supply of health and wellness services and industrial layout will be further optimized. The model of integrated multi-format development will become more mature, guiding the formation of a pattern featuring medical health and wellness in the east, traditional Chinese medicine (TCM) health and wellness in the south, climate and forest health and wellness in the central region, community-based health and wellness in the north, and ecological health and wellness in the west, based on regional characteristics.  

— The quality of health and wellness services and the influence of industrial brands will be enhanced. Comprehensively improve the standard system for the health and wellness industry, and cultivate and develop over 10 medical health and wellness brand projects, residential elderly care brand projects, health and wellness tourism routes, and "specialized disease-specific rehabilitation" service packages respectively.  

— Policies and the industrial system for the health and wellness industry will be further健全. Establish and improve the catalog of the health and wellness industry and the classification of industrial projects, and continuously refine policy measures to promote industrial development. The attractiveness of the health and wellness industry to consumption will be further enhanced, with the number of health and wellness service users and the added value of the industry growing rapidly year by year.  

**II. Main Tasks**  

**(1) Define the Scope of the Health and Wellness Industry and Improve the Classification and Standard System.**  

1. Clarify the scope, classification, and project catalog of the health and wellness industry, establish a statistical and monitoring system for the industry, and promote its inclusion in the statistical scope of economic and social development. 2. Implement classified support for health and wellness industry projects. For projects with high self-retention and high service levels, focus on完善personalized support measures and key promotional efforts; for projects with high self-retention but low service levels, primarily support the enhancement of service functions; for projects with low self-retention but high service levels, mainly support the improvement of service quality; for projects with low self-retention and low service levels, exclude them from the policy support scope of the health and wellness industry. 3. Develop standards for medical health and wellness, forest health and wellness, climate health and wellness, TCM health and wellness, hot spring health and wellness, health and wellness tourism, residential elderly care, etc., based on the content of the health and wellness industry such as bases, products, and services. Annually formulate 2-3 relevant standards and 3-5 types of specialized health and wellness service packages to lead service standardization and quality improvement. **(2) Strengthen Format Integration and Enrich the Supply of Health and Wellness Services.**  

4. Integrate with "medicine" to enrich specialized disease-specific rehabilitation services. For sub-healthy populations with respiratory issues,充实medical intervention measures and develop "climate therapy." For sub-healthy populations with sleep disorders and mental health issues, develop Li-Miao medicine, TCM, and psychological intervention services. For high-risk groups with chronic diseases such as endocrine and cardiovascular diseases, develop intervention measures including dietary nutrition, exercise, and medical care, and enrich rehabilitation nursing services. For special-needs populations in生育养育, develop services for pregnancy,保健,育儿,康复, and infant care. 5. Integrate with "tourism" to enrich tourism health and wellness services. Rely on the Boao Lecheng Pilot Zone and local health industry parks to create unique medical health and wellness tourism products. Rely on the Sanya International TCM Sanatorium and TCM health tourism bases to develop TCM health and wellness tourism routes. Rely on advantages such as shared farmsteads, climate, and forests to丰富 health and wellness products and services. 6. Integrate with "residence" to enrich health management services. Promote cooperation between medical and health institutions and health and wellness institutions to carry out differentiated, market-oriented contracted services, and develop services such as community healthcare, home-based nursing, temporary陪护, and养生健身. Make full use of existing health management and chronic disease management platforms and technologies to conduct health检测, health assessment, and health intervention, providing diversified health and wellness products and services. 7. Integrate with "forestry" to create distinctive forest health and wellness services. Focus on the central forest health and wellness industry cluster to develop natural therapy projects such as forest bathing, five-senses therapy, forest exercise therapy, and aromatherapy. Construct forest health and wellness trails and forest scenic road systems. Enrich forest health and wellness products and services围绕 the Tropical Rainforest National Park, and launch a number of high-standard forest health and wellness bases. **(3) Exert Efforts from Both Supply and Demand Sides to Strengthen Brand Cultivation and Promotion.**  

8. Highlight the "health" element to create a series of distinctive health and wellness brands such as "Breathe Freely in Hainan," "Sleep Well in Hainan," and "Forest Nourishment in Hainan." Cultivate over 10 medical health and wellness brand projects, residential elderly care brand projects, branded health and wellness service packages, and distinctive health and wellness tourism routes respectively. 9. Utilize mechanisms such as tourism alliances to collaborate with relevant associations, airlines, scenic spots, OTAs, new media, etc., to optimize the existing structure of health and wellness tourism products. Plan targeted product customization and主题marketing for different groups and source markets. 10. Promote health and wellness tourism as a key format and product. Encourage and support health and wellness industry-related exhibitions to apply for provincial-level exhibition project support plans, and support health and wellness bases to participate in various exhibition activities. Support the recognition of eligible health and wellness bases as疗休养bases for model workers, experts, and employees, and include relevant health and wellness projects in the scope of工会疗休养. 11. Focus on开拓 international markets and attracting international tourists, particularly targeting Nordic, Eastern European, Southeast Asian, Central Asian countries, and the Hong Kong and Macao regions. Make full use of the policies of the Boao Lecheng Pilot Zone to attract internationally high-level health and wellness enterprises. **(4) Strengthen Support System Construction and Improve Supporting Functions for Health and Wellness.**  

12. Build a comprehensive service platform for the development of Hainan's health and wellness industry,发挥roles in resource aggregation, supply-demand对接, enterprise services, promotion, and project investment. Assist enterprises in providing differentiated, distinctive, and personalized health and wellness products, achieve precise对接between health and wellness service demand and supply, and promote integrated,全流程services and management of medicine, rehabilitation, wellness, and tourism. Support industry organizations and relevant enterprises in playing a leading role, integrating and revitalizing idle assets such as存量商品住宅, to provide health and wellness services. 13. Strengthen skills training and certification for health and wellness service personnel, and promote vocational colleges to cultivate health and wellness service talents to high standards. Include occupations such as elderly care nurses, medical nurses, health caregivers, and forest health and wellness instructors in the scope of subsidized training and designate them as urgently needed and紧缺工种. Encourage retired medical personnel to participate in health and wellness services, and vigorously develop medical social work and volunteer services. Include health and wellness enterprises in the support areas of existing high-level talent projects, and support enterprises in introducing and cultivating operational management talents for health and wellness projects. 14. Build a province-wide climate health and wellness observation network to strengthen environmental monitoring for health and wellness.加强research, development, and application of digital technologies, and encourage the development and utilization of wearable health management devices, portable health monitoring devices,自助式 health detection devices, and AI technologies. Leverage the expertise of健康产业园 experts to strengthen the transformation of scientific research成果in fields such as oncology, sleep, laser medicine, and chronic disease treatment. **III. Support Measures**  

**(1) Strengthen Planning Coordination and Land Use Guarantee.**  

1. Support cities and counties in incorporating the health and wellness industry into local relevant plans or formulating special plans for the health and wellness industry based on actual conditions. According to the land use layout and land/forestry needs determined by the plans,统筹incorporate them into territorial spatial plans for保障. Support cities and counties in including eligible health and wellness projects that comply with policies into城镇开发边界when conducting局部优化of城镇开发边界. On the premise of not occupying permanent基本农田,生态保护红线, and other territorial spatial planning control底线, allow health and wellness industry projects with small land use scale and specific选址requirements to be布局outside城镇开发边界. Actively保障新增建设用地and forestland indicators for exemplary health and wellness projects. 2. In accordance with laws and regulations such as the *Land Administration Law of the People's Republic of China*, the *Forest Law of the People's Republic of China*, and the *Hainan Special Economic Zone Forest Land Management Regulations*, approve forest health and wellness construction land according to law. Infrastructure such as forest trails constructed without破坏森林生态shall be handled as not changing the forest land use purpose. **(2) Flexible Supply Methods and Revitalization of Stock Assets.**  

3. Support the supply of land through flexible methods such as long-term leasing, lease before transfer, and弹性年期出让to reduce the initial investment costs for health and wellness enterprises. For parcels that comply with industrial policy requirements and are recognized as health and wellness industry projects by the health department, their基准地价may be determined according to the *Industrial Project Land Benchmark Land Price Adjustment Coefficient Table* in the current benchmark land price成果. Encourage the supply of land for health and wellness projects in the form of标准地. 4. Encourage the use of existing房屋建筑for the health and wellness industry. Allow the revitalization and utilization of existing空闲commercial housing, factories, school buildings, office buildings, training facilities, and other facilities to provide health and wellness services, and apply过渡期policies, allowing the land to continue to be used for its original purpose and rights type within 5 years. Upon the expiration of the 5-year period or when transfers requiring relevant land use procedures are involved, the land may be supplied through agreement. Encourage interested enterprises to make functional renovations to存量商品住宅and provide health and wellness services after meeting conditions such as fire safety and operation. Allow the use of存量旅馆, hotel projects to conduct health and wellness services. Subject to compliance with规范标准and other relevant requirements, and upon approval by the city/county government, an appropriate proportion of land use may be changed to purposes other than商品住宅用地based on enterprise applications, by signing出让合同变更协议or重新签订出让合同, with corresponding adjustments to land出让价款. 5. Under the premise of scientific feasibility论证, encourage the use of存量商业用地and residential用地to construct health and wellness projects. Allow appropriate arrangement of medical health and wellness functions on eligible medical and health用地and social welfare用地. Encourage eligible rural collective construction land to be used for health and wellness project construction. **(3) Strengthen Financial and Fiscal Support.**  

6. Coordinate and make good use of fiscal measures to promote high-quality economic development to support the development of the health and wellness industry. Through establishing new or utilizing existing sub-funds of the Free Trade Port Fund, prioritize investment in projects aligned with the development direction of the health and wellness industry. Encourage cities and counties to support eligible health and wellness projects and their supporting infrastructure projects in terms of investment approval and fund allocation. 7. Make full use of monetary policy tools such as special re-lending for inclusive elderly care to support financial institutions in extending loans to eligible health and wellness enterprises. Jointly with relevant industry authorities, actively carry out政银企对接activities in related fields, and encourage financial institutions to provide financial services to eligible health and wellness enterprises. Guide banking institutions to加大宣传on bond financing business, actively explore eligible bond-issuing enterprise clients, provide targeted融资服务方案for eligible health and wellness enterprises, and support eligible enterprises in financing through the bond market. For personal insurance institutions investing in health and wellness real estate projects in Hainan, follow the principle of一事一策, encourage cooperation between banks and insurance institutions to issue supporting project loans. **(4) Support the Improvement of Health Service Functions.**  

8. Encourage health and wellness institutions to substantiate medical and health services. For the medical and health function parts within health and wellness projects, land may be supplied as medical and health用地. Encourage health and wellness communities to cooperate with medical and health institutions to create one-stop and到户式comprehensive health and wellness service centers covering the entire life cycle, providing diversified health services. Support the inclusion of eligible medical institutions within health and wellness institutions into the scope of medical insurance定点. 9. Allow public medical institutions to conduct various forms of cooperation with health and wellness institutions, extending services to health and wellness institutions through establishing medical consortia or branches, signing contracts for上门or定期巡诊services, and customizing personalized community/home-based health and wellness service packages. Support the establishment of特需医疗departments or health service centers within public hospitals to meet the public's diversified and personalized health and wellness service needs. 10. Encourage public medical institutions of certain scale with low bed utilization rates to upgrade medical equipment for rehabilitation nursing, monitoring, TCM diagnosis and treatment, etc., to provide rehabilitation nursing functions. For eligible projects, apply for various types of funds according to law and regulations for support. **IV. Organization and Implementation**  

**(1) Strengthen Organizational Leadership and Promote with Multi-Department Coordination.**  

Clarify goals, tasks, and responsibility分工, establish a leadership and promotion mechanism for the high-quality development of the health and wellness industry, and form合力among relevant departments and key cities/counties.  

**(2) Form Expert Teams to Strengthen Technical Support.**  

Form health and wellness service expert groups to provide technical support for the development, guidance application, talent cultivation, and scientific research of standards and technical specifications.  

**(3) Fully Leverage the Role of Industry Organizations and Enterprises.**

Leverage their roles in market promotion, resource aggregation, industrial exchange, standard formulation,从业规范, and reputation maintenance to promote the standardized and high-quality development of the province's health and wellness industry.
