2026 Hainan Provincial Training Program for Presidents of Secondary-and-Above Hospitals on Work Safety Held in Haikou

In order to further strengthen the awareness of primary responsibility for work safety among hospital presidents across the province and enhance their legal thinking and management capacity in safety production, the Hainan Provincial Health Commission organized the 2026 Training Program on Work Safety for Presidents of Secondary-and-Above Hospitals in Haikou from May 11 to 15, 2026.

The training was undertaken by the National Health Commission Occupational Safety and Health Research Center. Zhang Guangpeng, Deputy Director (Acting Head of Administration) of the Center, delivered a video address. Li Wenxiu, Party Secretary and Director of the Hainan Provincial Health Commission and Director of its Work Safety Committee, delivered the opening mobilization speech. Li Juan, Member of the Party Leadership Group and Deputy Director of the Commission and Deputy Director of the Work Safety Committee, delivered the concluding remarks.

Approximately 100 participants, including presidents of secondary-and-above hospitals and vice presidents of health professional colleges across the province, attended the training.


Video Address and Opening Remarks

Zhang Guangpeng, Deputy Director (Acting Head), NHC Occupational Safety and Health Research Center

Zhang Guangpeng emphasized the complexity, severity, and long-term challenges of current work safety tasks. He proposed five key areas for Hainan to strengthen safety management:

  • improving institutional mechanisms

  • conducting major hazard inspections and rectification

  • strengthening education, training, and reporting incentives

  • leveraging technological empowerment

  • enhancing emergency response capacity

He also expressed the Center’s willingness to deepen cooperation with Hainan in system construction, risk screening, hazard remediation, training, and technology development.


Li Wenxiu, Party Secretary and Director, Hainan Provincial Health Commission

Li Wenxiu stressed that hospital leaders must raise their political standing and strengthen the sense of responsibility of “always being alert and never at ease.”

She called for full implementation of central and provincial requirements on work safety, adhering to the principles of:

  • people-first, life-first

  • “Party and administrative responsibility on the same track”

  • “dual responsibility for one post”

  • “whoever is in charge must ensure safety”

  • “whoever manages operations must manage safety”

She emphasized that hospital leaders must firmly assume the primary responsibility for safety production, prevent major safety incidents, and protect people’s lives and property.

She further noted the need to shift from passive accountability to proactive risk management, strengthen hazard identification and rectification, and improve legal and managerial capacity under the context of Hainan Free Trade Port development.


Training Content

The training curriculum was closely aligned with hospital safety production practice, covering both theoretical and practical dimensions, including:

  • laws and regulations

  • risk classification and control

  • hazard identification and rectification

  • emergency system construction

  • fire safety

  • gas safety

  • special equipment management

  • outsourced construction and contractor safety management


Key Lectures

Mu Qiang (NHC Medical Emergency Department, Safety Production Division Chief)

Topic: Coordinating high-quality development and high-level safety in the health system

  • analyzed current challenges and tasks

  • introduced key national safety initiatives

  • explained legal frameworks and standards

  • shared policy recommendations and “Safe Hospital” progress


Ma Haipeng (Professor-level Senior Engineer, NHC Occupational Safety and Health Research Center)

  • interpreted major laws including the Work Safety Law, Fire Protection Law, and Special Equipment Safety Law

  • clarified full-staff safety responsibility systems

  • emphasized over 60 legal duties of hospital presidents


Liu Xiaolei (Senior Engineer, NHC Occupational Safety and Health Research Center)

  • hospital safety system construction

  • hazard inspection and major hazard identification

  • fire inspection practices

  • hazardous chemical safety

  • emergency capacity building


Additional experts covered topics including:

  • special equipment safety risks

  • digital and technological empowerment in safety management

  • hospital building fire risk assessment

  • medical device safety risks

  • hospital safety culture development

  • implementation of “Nine Fire Safety Rules for Medical Institutions”

  • hospital fire risk prevention strategies

  • gas safety management in medical institutions

  • hospital safety management experience sharing


Assessment and Certification

At the end of the training:

  • a unified written exam on work safety theory was organized

  • a closing ceremony was held

  • certificates were issued to representative participants


Closing Summary

Li Juan, Deputy Director, Hainan Provincial Health Commission

Li Juan emphasized that participants should consolidate and apply what they learned, integrate new concepts, knowledge, and methods into their daily safety management work, and continuously improve overall safety governance capacity.

She proposed three expectations:

  1. promptly communicate and implement the training spirit

  2. strengthen learning and serve as role models in diligent study and critical thinking

  3. show initiative and serve as role models in practical work and entrepreneurship


Conclusion

Through this training, hospital leaders across the province further strengthened their awareness of safety red lines and mastered more scientific and effective safety management methods. This laid a solid foundation for fulfilling their primary responsibility for safety production and strengthening hospital safety systems.

The Hainan Provincial Health Commission will continue to leverage the professional support of the National Health Commission Occupational Safety and Health Research Center, optimize training systems, and provide stronger guarantees for work safety across the province.
