On November 18, 2022, the 6th Hainan International Health Industry Expo (hereinafter referred to as Health Expo) was opened at the Hainan International Convention and Exhibition Center. As a key park of the Hainan Free Trade Port, the Boao Lecheng International Medical Tourism Pilot Zone has been unveiled at the Health Expo for two consecutive years. At the scene of this Health Expo, what surprises did the Lecheng Pilot Zone bring?

A memorandum of cooperation signed by three parties to build a basic platform for digital therapy R&D and production

At the Health Expo, the Hainan Provincial Health Commission, the Hainan Boao Lecheng International Medical Tourism Pilot Zone Administration, and the CW Data Technologies signed a memorandum of cooperation to make full use of the policy advantages of the Hainan Boao Lecheng International Medical Tourism Pilot Zone, give full play to the advantages of all parties, build a basic platform for digital therapy R&D and production, and further the development of Hainan’s digital economy.

Wang Lu, vice governor of the People's Government of Hainan Province; Xu Lan, deputy director of the Hainan Provincial Development and Reform Commission; and Zhu Ning, director of the Hainan Provincial Medical Products Administration, witnessed the signing. Zhang Yuhui, deputy director of the Hainan Provincial Health Commission; Gao Huimin, deputy director of the Hainan Boao Lecheng International Medical Tourism Pilot Zone Administration; and Wang Xinyu, deputy general manager of the China Electric Data Services Co., Ltd. and general manager of the CW Data Technologies signed the contract.

This signing aims to further implement the Guidelines on Supporting Hainan in Furthering All-Round Reform and Opening up and Overall Plan for the Construction of Hainan Free Trade Port, promoting the implementation of Several Measures for Accelerating the Development of Digital Therapy Industry in Hainan and boosting the deep integration of the digital economy and real economy, so as to create an internationally competitive digital therapy industry cluster.

According to the contract, the three parties will cooperate in the following areas. First, they will construct and develop a basic platform which is called Digital Therapy Super Factory for digital therapy R&D and production; second, they will promote the clinical pilot of digital therapy products, explore the creation of a “digital department” model in the field of related diseases, and promote the clinical application of digital therapy; third, for different types of digital therapy products, they will explore and discuss business model and the path to commercialization and industrialization of digital therapy products.

CW Data Technologies is a state-owned holding enterprise jointly established by China Electric Data Services Co., Ltd. and WuXi AppTec. By giving full play to its resource advantages and technical capabilities, it aids China’s drug, medical device, and digital medical R&D innovation. With the Hainan Free Trade Port as its base, the 6th Health Expo has developed into one of the most influential exhibitions for building a “Healthy China” and has been the best business and exchange platform to link countries along the Belt and Road to expand the international market. Under the theme of Building a Global One Health System and Creating a Bright Prospects for the Free Trade Port, this year’s Health Expo has four exhibitions: a regional characteristic theme pavilion, innovative drug and medical device exhibition, medical tourism theme pavilion, and traditional Chinese medicine themed pavilion.

In the Boao Lecheng stand at the Health Expo, a series of innovative and open displays showed the world the practice and achievements of the pilot zone in the health field, attracting many businessmen to stop and discuss cooperation. It is notable for being the “test field” of China’s reform and opening up in the medical field, China’s first real-world data application pilot area, the world’s leading popular innovative drugs and devices, and the site of continuously gathering high-quality medical resources.

It is worth mentioning that the policy dividend of the free trade port trade has provided many conveniences and remains an inexhaustible impetus for the development of the health industry. The Health Expo attracted more than 600 well-known pharmaceutical enterprises at home and abroad to participate in the expo, including Pfizer, Takeda, AstraZeneca, GlaxoSmithKline, MSD, and other healthcare brands. All of them brought the latest technology and products to the show, so as to jointly contribute to the health industry of Hainan.

In addition, the Ruijin-Hainan Hospital of the Shanghai Jiao Tong University School of Medicine (Boao Research Hospital of Hainan, hereinafter referred to as “Ruijin Hainan Hospital”) debuted at the Health Expo. Supported by the People's Government of Hainan Province, the Ruijin Hainan Hospital takes Shanghai Ruijin Hospital as its export hospital and the Hainan General Hospital as its supporting hospital, which makes joint efforts build a national medical center covering the local region. Ruijin Hainan Hospital was put into trial operation on December 18, 2021, and realized full medical operations on March 18, 2022, which marked its second phase of trial operation. It has now carried out outpatient and inpatient care, physical examinations, surgery, new drugs, new equipment, and other medical services.

The Lecheng Pilot Zone possesses a series of special policies such as licensed medical treatment, licensed research, licensed operation, and licensed international medical exchange, and real-world data application pilots area. So far the number of imported drugs and medical devices in Lecheng Pilot Zone has exceeded 270, taking the lead in realizing the “three synchronizations” of medical technology, medical devices, and drugs with the internationally advanced level in Chinese mainland. Lecheng Pilot Zone has made it a symbol of protecting people’s health, attracted overseas medical consumption to return to the Hainan Free Trade Port, and created an important intersection of domestic and international exchange.

With the open platform of the Health Expo, the Lecheng Pilot Zone will take advantage of the aid available from all parties to promote the development of the health industry in Hainan Province; actively promote preferential policies, development achievements, and industrial opportunities; display the style of the free trade port medical park; further deepen exchange and cooperation with various market entities in the world; and share new opportunities for the development of the Hainan Free Trade Port.

The Health Expo lasted 3 days, with a distinctive, rich, and diverse range of exhibitions. This year, theme events were held at the site, including a media day with the theme of “Smart Opening, Healthy Haikou”, AR health interactive experience, free special treatment of traditional Chinese medicine, and free consultation with renowned doctors.
