On June 8, the Standing Committee of the Hainan Provincial People’s Congress convened a province-wide work deployment and professional training meeting on the upcoming elections for city-, county-, and township-level people’s congresses.

According to the unified arrangements of the Provincial Party Committee and a decision of the Standing Committee of the Provincial People’s Congress, the new round of elections for local people’s congresses at the city, county, and township levels in Hainan will take place between the second half of 2026 and January 2027.

The meeting noted that these elections represent a major event in the political life of the province. It called for a unified understanding, enhanced political awareness, and the full implementation of the decisions and arrangements of the Communist Party of China Central Committee and the Provincial Party Committee. Participants were urged to firmly uphold the fundamental principles of maintaining the Party’s overall leadership, promoting democracy, administering affairs in accordance with the law, and strictly enforcing election discipline, ensuring that the election process proceeds in the correct political direction.

The meeting emphasized that the provincial joint coordination mechanism should play a stronger role in overall planning and coordination, while member units should perform their respective duties and work closely together. Efforts should be made to improve information-sharing and emergency-response mechanisms and to strengthen supervision of key stages of the election process to ensure efficient coordination at all levels.

The meeting also stressed the importance of focusing on critical procedures, strictly observing legal requirements, standardizing every step of the process, and ensuring that all procedures are conducted lawfully, orderly, and smoothly. It called for innovative public communication approaches tailored to different audiences in order to enhance the political, social, and public-opinion impact of election-related publicity.

In addition, the meeting highlighted the need to uphold political standards, strengthen professional competence, and improve the practical application of training outcomes. It urged efforts to address capability gaps and build a highly qualified election workforce that is politically reliable, professionally competent, and pragmatically oriented.

The meeting was conducted via video link and broadcast to cities and counties across the province. Specialized training and professional guidance on election-related procedures were also provided to participants.
