He mentioned several advantages in the development of digital therapy in Hainan. First, Hainan has undertaken a series of important missions entrusted by the central government. The development of digital therapy is the intersection of Hainan’s development of the digital economy, modern service industry, high-tech industry, digital service trade and other key industries. Second, Hainan takes the improvement of people’s health as a landmark indicator of the effectiveness of its free trade port construction, and the development of digital therapy as an important support to improve residents’ health. Third, Hainan is endowed with unique resources. For example, Hainanhas been a famous gathering place of Internet hospitals, with a large number of Internet hospitals including Hainan Resort Software Community, which is conducive to the aggregation and reconstruction of digital therapy and Internet hospitals. Fourth, Hainan has the advantage of institutional integration and innovation endowed by the central government, which can create the optimal policy support environment for the development of digital therapy through institutional integration and innovation. Fifth, theHainan Free Trade Port continues to align with the highest international economic and trade rules, with preferential policies such as “Five Freedoms and Convenience, One Safe and Orderly Flow” and “Mixed15%”. Sixth, Hainan is backed by an inland population of 1.4 billion and connected to the global market, which is the intersection of domestic digital therapy companies to go abroadand international digital therapy companies to enter the Chinese market. Deputy Director Zhang Yuhui emphasized that in the future, Hainan will further promote the formation of a digital therapy industry highland, use 2-3 years to initially build itself the world’s digital therapy innovation island, gather the world’s best quality innovation elements and resources, and build itself into a digital therapy industry highland and innovation agglomeration area with globalinfluence, so that Hainan will become a reformdemonstration zone in the new era in promoting health reform and development and the construction of a healthy China through digital therapy, and at the same time, makeHainan’sdigital therapy an effective representative of China’s digital economy.

Wang Gang, Member of the Party Committee and Deputy Director of the Hainan Drug Administration, interpreted the details of Hainan’s digital therapy review and approval policy for the audience. The Provincial Food and Drug Administration has four specific measures to accelerate the review and approval of digital therapy products. The first is to publish digital therapy product policy and regulatory documents; the second is to strengthen digital therapy product registration guidance training; the third is to encourage real data to be used for post-marketing clinical verification; and the fourth is to smooth the priority approval channel for digital therapy products.

The forum also held a roundtable discussion on “China-Finland Digital Therapy Industry Cooperation”, “The Clinical Application Exploration and Practice of Digital Therapy” and “The Commercial Exploration of Digital Therapy”, with the participation oftheHainan Resort Software Community. At present, 1,500 health industry companies have gatheredin the park, representing a broad range of the potential of the industry.
